PDRL

□    Unique PDRL number for every entry 

□    All RFP Solicitation requirements.

□    Each requirement is broken down into individual elements

□    All Proposal Preparation Instructions

□    Each instruction is broken down into individual elements 

□    All Evaluation criteria and basis of selection

□    Each criterion is broken down into individual elements

 □    Applicable SOW elements that the proposal must address

(SOW elements do not need to appear in the PDRL if they have no impact on the proposal document. Detailed technical SOW annexes and attachments should be referenced but not included. If you do include all SOW elements, then identify in the PDRL which ones the proposal must address.)

□    Applicable DIDs

     (Include sections of the DIDs that define what must be in the proposal document) 

□    Applicable RCC elements that the proposal must address

(RCC elements do not need to appear in the PDRL if they have no impact on the proposal document. If you do include all RCC, then identify in the PDRL which ones the proposal must address.)

□    All referenced SACC clauses included element-by-element

Outline

□    Outline sections follow the structure and layout per proposal preparation instructions from the PDRL

□    Outline subsections are ordered logically

□    The section and paragraph numbering is logical and easy to follow 

□    Outline identifies a response location for every evaluation criterion in the PDRL

     (The outline sections and subsections' heading names include all evaluation criteria RFP designations. Responses to all evaluation criteria are easy to locate.) 

□    Outline identifies a response location for every required SOW element in the PDRL 

□    Outline identifies a response location for every required DID element in the PDRL

□    Outline identifies a response location for every required RCC element in the PDRL

 

Work Packages

□    Work packages are organized exactly as set out in the outline 

□    Each work package is identified on the front page:  

     The work package name

     The section name(s) from the outline

     The primary author

     The mandatory evaluation criteria assigned to this work package

     The rated evaluation criteria designations assigned to this work package

     The points (and weights if included in the RFP) assigned to each rated criterion

     The mandatory minimum threshold (if included) for each rated criterion and for the work package overall

     Who created the work package and on what date

     The version number of the work package

     Who reviewed the work package and on what date

□  The second page of the work package includes:  

     A brief description explaining the purpose of this specific work package

     Clear instructions (common to all work packages) explaining how to interpret and work with the work package

     Instructions specific to this work package

     General PPIs (not specific to this work package, but that impact this work package)

     References to all SOW, DID, RCC, SACC, and other elements included in this work package

□  The pages that follow contain sub-sections. Each subsection should include:

     Subsection number and heading

     The PPIs specific to that subsection – designation and text copied verbatim

     The evaluation criteria specific to that subsection – designation and text copied verbatim

     The SOW sections relevant to that subsection – optionally copied verbatim, depending on size

     Each requirement is broken into constituent elements with a response space after each element

     Instructions unique to the subsection

□  The last page of the work package should include:

     An area for the author’s general comments

     An area to identify gaps or weaknesses in the proposed solution or description

     An area to identify and describe graphics that the artist will need to render
